Why AI governance fails in agentic systems — and what to do about it

The current state of AI governance is dangerous because it ignores the fundamental shift from generative to agentic systems.
We are still applying "chatbot governance" to autonomous agents.
In a chatbot, the worst-case scenario is usually brand damage or misinformation. The user reads the bad output, frowns, and closes the tab. The "human in the loop" is the user themselves.
In an agentic system, the AI isn't just generating text; it's executing code, modifying databases, and calling APIs. The "human in the loop" is often too slow to intervene before the API call is sent.
The Semantic Trap
Most governance tools today (including the big cloud providers' safety filters) are semantic. They try to understand the meaning of the input or output.
- "Is this prompt hate speech?"
- "Is this output giving financial advice?"
This is probabilistic. It works 95% of the time.
In safety-critical engineering—where I've spent the last 15 years—95% is a failure rate of 5%. In an industrial control system or a banking transaction layer, that’s unacceptable.
You cannot rely on a probabilistic LLM to police another probabilistic LLM.
The Deterministic Solution
This is why I built FuseGov. We didn't want another layer asking "is this good?". We needed a layer asking "is this allowed?".
We moved governance from the semantic layer down to the deterministic layer.
Before an agent can execute a tool (e.g., update_database_record), the request must pass through a 0.005ms deterministic filter that checks:
- Identity: Is this agent authorized to use this tool?
- Scope: Is the parameter within safe bounds (e.g., transfer_amount < $1000)?
- Context: Is this action allowed right now (e.g., during business hours, not during a freeze)?
This happens before the LLM even knows the tool availability.
Conclusion
If you are building agentic systems, stop relying on prompt engineering and "safety vibes" for governance. You need hard, deterministic guardrails that physically prevent the agent from taking unauthorized actions.
We need to treat AI agents less like interns and more like unverified third-party code.
